The Pre - Application
Process
To
receive rental assistance you must first complete a pre-application
form (PDF, 41K). This can be done by:
1. Ways to
obtain an application:
a. Visit our office at the Switzer Center located at
900 Griffin Drive, Charleston, WV or our operations
office at 1809 Washington St., West.
b. Call (304) 348-6451 or 1-888-881-6451 ext. 370, to
request having one mailed to your address.
c. Download a pre-application
form (PDF, 41K) from the web site.
2. Things you need to submit with your
pre-application:
a. Birth Certificate (for all household members)
b. Social Security Card (for all household members) |
By
submitting a pre-application your name will be placed on the
waiting list according to the date and time it was received
by Charleston-Kanawha Housing. Once you are on the waiting
list you can anticipate at least a 15 month wait for assistance.
You must inform CKH of any change in your mailing address
while on the waiting list. Failure to do so my prevent you
from receiving assistance.
Working
Preference
The
Working Preference is provided when at least one adult in
your household is employed for at least 20 hours per week.
You must complete a working preference form and provide documentation
of employment with either a copy of a recent pay stub (within
the past month) or a letter from your employer.
The Working Preference is also extended to elderly families
and to families whose head or spouse are receiving income
based on their inability to work (such as SSI).
Emergency
Assistance
Unfortunately, emergency
assistance is not available through the Section 8 program.
However, you may apply and, if eligible, rent one of Charleston
Kanawha Housing's public housing units and keep your place
on the Section 8 waiting list.
Selection
from the Waiting List
Once you have been selected from the waiting list you will
be notified in writing to attend an applicant orientation.
This meeting will allow staff to obtain more information
from you to determine if you remain eligible for assistance
and to provide you with information about program rules and
requirements. You must attend this briefing to be eligible
for assistance.
Eligibility Requirements
It is important to note that attending an orientation does
not guarantee a family will receive a voucher. The determination
of eligibility is based on the following:
1.
The family's gross annual income (before taxes) cannot be
more than the income
limits (PDF, 33K) set forth by HUD for Charleston-Kanawha
Housing's jurisdiction;
If
a family is initially income eligible, but their income increases
to exceed the income limits prior to Charleston-Kanawha Housing
entering into a contract with a landlord, the family will
no longer be eligible. If this occurs the family will be notified
in writing.
2. The family must furnish Social Security Cards for all
household members age six and older;
3. The family must furnish evidence of citizenship/eligible
immigrant status.
In addition, a family may be denied assistance for any of
the following reasons:
1. Any member of the family has been evicted from public
housing;
2. Any member of
the family currently owes rent or other amounts to CKH or
another housing agency with Section 8 or public housing.
3. Any member of
the family has engaged in or threatened abusive or violent
behavior toward CKH personnel;
Fraud, bribery or other corrupt act in a federal housing
program.
Drug related activity.
Violent activity against person or property.
If you are determined ineligible for assistance as a result
of any of the factors listed above you will be notified by
mail and given the opportunity to request an informal hearing
to appeal the determination.
